Executive Summary
As the first Asian country to adopt a National Action Plan on Women, Peace and Security in 2010, the Philippines now operates under its fourth iteration (2023-2033) containing 26 action points across four pillars specifically mandating security sector participation. The framework operates through Executive Order 865 (2010), establishing the National Steering Committee on Women, Peace and Security with the Department of National Defense as an Executive Committee member and AFP as Technical Working Group participant. Implementation is mandated through Joint Memorandum Circular 2014-01 requiring integration of WPS into Gender and Development Plans and Budgets of all National Government Agencies, including security institutions.
